Malaysia’s National Pharmaceutical Regulatory Division (NPRA) has issued Circular No. 2/2026, announcing updates to the Guidelines for Control of Cosmetic Products in Malaysia following decisions made at the 43rd ASEAN Cosmetic Committee Meeting. The amendments align Malaysia’s cosmetic regulations with the latest ASEAN Cosmetic Directive.

The revised annexes update the list of prohibited, restricted, colorant, and preservative ingredients. Key changes include the approval of Pentetic Acid, the immediate prohibition of cosmetics containing Bifonazole, Clotrimazole, Thiabendazole, and Tioconazole, and new compliance deadlines for Margosa extract, Kojic acid, and CI 45430.

Cosmetic Notification Holders are advised to review product portfolios, plan necessary reformulations, and ensure timely compliance to avoid supply chain and market disruptions.

The circular also reminds companies to comply with the Drug and Cosmetic Control Regulations 1984 and all applicable requirements under the Guidelines for Control of Cosmetic Products in Malaysia.
