Brazil has enacted Law No. 15,404 (08 May 2026) establishing new regulatory standards for cocoa-derived products and chocolate labeling to improve consumer transparency and product quality.

The law defines cocoa derivatives such as cocoa nibs, cocoa mass, cocoa butter, and cocoa powder, including composition criteria related to fat content, moisture levels, and cocoa bean processing.

It also sets minimum cocoa content requirements for products including dark chocolate, milk chocolate, and white chocolate, while regulating the permitted use of vegetable fats and milk solids.

Manufacturers and importers must now clearly display the total cocoa percentage on product labels using standardized wording and visible packaging formats.

The regulation prohibits misleading claims, graphics, or descriptions that may confuse consumers regarding cocoa content or product composition.

Non-compliance may result in penalties under Brazilian consumer protection and sanitary laws. Companies have a 360-day transition period before enforcement becomes mandatory.

The law applies to both domestic and imported chocolate products sold in Brazil.
