Florida’s Senate has introduced SB 1744 to ban certain toxic chemicals in cosmetics, including ortho-phthalates, PFAS, and formaldehyde, starting July 1, 2026. The bill aims to improve public health and enforce safer cosmetic standards.

From this date, cosmetics in Florida cannot contain intentionally added chemicals like methylene glycol, mercury, triclosan, and certain phenylenediamine derivatives. Lead and its compounds are also restricted if they exceed one part per million. However, in-state retailers can sell existing stock until July 1, 2027, and FDA-regulated drug ingredients are exempt.

The Department of Business and Professional Regulation (DBPR) will assess alternative ingredients and release findings by January 1, 2026. The law takes effect on July 1, 2025.
