Canada has issued Ministerial Condition No. 22545 under the Canadian Environmental Protection Act, 1999 (CEPA), setting controls on the manufacture and import of a specific chemical substance used in cosmetics.

The condition defines key terms, including cosmetic and leave-on cosmetic, and establishes restrictions on impurity levels and permitted concentrations in leave-on cosmetic products.

Notifiers must inform downstream parties receiving the substance and obtain required consent to ensure compliance across the supply chain.

The condition also mandates detailed record-keeping requirements, including information on use, concentration, impurity levels, and distribution. Records must be maintained in Canada for at least five years and kept up to date.

These requirements aim to strengthen chemical safety oversight, improve traceability, and support compliant use of substances in Canada’s cosmetics sector.
