Health Canada has updated its Forward Regulatory Plan (2026–2028), outlining key regulatory initiatives expected over the next two years. Recent revisions introduce new modernization efforts, extend implementation timelines, and strengthen the focus on risk-based regulation and reducing administrative burden.
The 16 July 2026 update increases the number of regulations proposed for amendment under the Canada Consumer Product Safety Act from 9 to 11 and confirms that public consultation on the Reducing Red Tape for Natural Health Products initiative will begin in Spring 2027.
The 25 June 2026 update delays many initiatives by one to two years and introduces Reliance Orders, enabling certain drug and medical device approvals based on decisions from trusted foreign regulators. It also proposes a fast-track pathway for non-prescription drugs and streamlined, risk-based oversight for natural health products.
The plan continues the modernization of regulations for Foods for Special Dietary Use (FSDU), infant foods, and broader food regulations to improve innovation, international alignment, and market access. Several previously proposed initiatives, including CBD regulation, biocides, agile licensing, and food advertising restrictions to children, have been removed or incorporated into broader modernization programs.
