Singapore’s Health Sciences Authority (HSA) has launched a public consultation from 01 July to 29 July 2026 on a proposed regulatory framework for Complementary Health Products (CHPs) under the Health Products Act (HPA).

The proposal covers health supplements and traditional medicines (excluding traditional Chinese medicines) and aims to maintain a light-touch pre-market approach while strengthening requirements for product safety, quality, labeling, traceability, and regulatory oversight.

Under the proposed framework, CHP regulation will transition from the Medicines Act to the Health Products Act by 2028. New measures include product notification, enhanced record-keeping, mandatory traceability, manufacturer responsibilities, adverse event reporting, advertisement controls, and stronger enforcement provisions.

HSA is seeking stakeholder feedback on the proposed requirements before finalizing the framework. The changes are intended to improve consumer protection, support innovation, and ensure the continued safety and quality of complementary health products in Singapore.
