Commission Regulation (EU) 2023/1545: Amendments to Fragrance Allergen Labeling in Cosmetics

"The European Commission has amended Regulation (EC) No. 1223/2009 regarding fragrance allergen labeling in cosmetics, published in the Official Journal of the EU. The updates aim to enhance consumer protection by ensuring clear labeling of fragrance allergens.

Key Updates (as of 16-Aug-2024):

• Corrections: Nomenclature in Annex III has been updated for accuracy (e.g., ""Citrus aurantium, flower oil"" to ""Citrus aurantium Flower Oil"").
• SCCS Opinion: 56 additional allergens now require individual labeling.
• Labeling Requirements:

Allergens must be labeled if concentrations exceed 0.001% in leave-on products and 0.01% in rinse-off products.
Prehaptens and prohaptens are treated like allergens.

• Transition Period: Economic operators have 3 to 5 years to comply with the new requirements.
• Annex III Updates: Entries have been replaced or revised to improve clarity and consistency.

This amendment ensures better transparency and safety for consumers with allergies."
